As the main body of data collection, storage and processing, e-commerce platforms bear important data security obligations. In order to ensure the security and privacy of user data, e-commerce platforms need to build a sound data security management system and strengthen key measures such as data encryption, access control and emergency response to cope with increasingly complex data security challenges and lay a solid foundation for the steady development of the e-commerce economy.

The article argues that the safety and security obligations of e-commerce platform operators combine the dual nature of statutory and contractual obligations, and specifically elaborates on the content of the security obligations from three aspects: risk prevention, risk avoidance and risk relief. In terms of risk prevention, it emphasizes the importance of the qualification audit obligation and the risk notification obligation;in terms of risk avoidance, it discusses the measures that the e-commerce platform operator should take to avoid the transaction risks;and in terms of risk relief, it points out the relief measures that should be taken by the platform operator in case of damage to the rights and interests of consumers. 电子商务平台随着时代的发展迅速扩张,而与之相对应的是平台义务与责任也随之扩张,引发平台经营者与消费者及第三人间的利益平衡与责任归属之矛盾,尽管法律已就电商平台所负有的安全保障义务作出规定,为消费者权益保护提供了法律基础,然而该规定仍显抽象,相关概念的界定尚需深入研讨与明确化。对安全保障义务内容的精确阐释,对于划定电子商务平台责任边界具有重要意义。With the development of the times, electronic commerce platforms have expanded rapidly, accompanied by a corresponding expansion of their obligations and responsibilities, which has led to contradictions regarding the balance of interests and attribution of responsibility among platform operators, consumers, and third parties. Although the law stipulates the safety guarantee obligations of electronic commerce platforms, providing further legal support for the protection of consumer rights, these provisions remain relatively abstract, and relevant concepts require further discussion and clarification. Clarifying the content of safety guarantee obligations is conducive to defining the responsibilities of electronic commerce platforms.
